IMPORTANT: PLEASE CAREFULLY READ THE FOLLOWING ?TERMS OF SERVICE?. YOU ACKNOWLEDGE THAT YOU UNDERSTAND AND AGREE TO ALL OF THESE TERMS IF YOU HAVE CREATED OR USED AN BUZZiPay ACCOUNT AND SERVICES.
This Agreement is a contract between you and BUZZiPay and applies to your use of the BUZZiPay (iPaypoint) services (the "Services").
By registering for the Services, you must read, agree with and accept all of the terms and conditions contained in this Agreement. This Agreement is provided to you and concluded in English. You agree that any use by you of the Services shall constitute your acceptance of the Agreement
Please read this Agreement carefully and make sure that you understand it fully before using the Services. Please note that if you do not accept this Agreement, you will not be able to use the Services.
Our Relationship With You
1. BUZZiPay is a Technology Platform Service Provider.
BUZZiPay Services are operated by BUZZiPay in England and IPAY Services SL in Sierra Leone.
The main trading address for IPAY Services SL is 56 John Street, Freetown, Sierra Leone and BUZZiPay is 2703 Bridgewater Place, Water Lane, Leeds, LS11 5QB, England.
The main business for BUZZiPay is that of a technology provider for prepayment electricity token vending for IPAY Services (SL) in Sierra Leone as a sub-vendor licensee on behalf of EDSA (SL).
2. Your Privacy.
Sensitive information between your browser and the www.buzzipay.com website is transferred in encrypted form using Secure Socket Layer (SSL). When transmitting sensitive information, you should always make sure that your browser can validate the BUZZiPay.com certificate.
3. Transaction History.
You can access your details of executed payment transactions and other information relating to your Account by logging into BUZZiPay and clicking on the "Reporting" tab.
Only transactions created from the point of successful registration and activation are available as part of the Account History for Non-Metered Customers. For Meters Customer in Sierra Leone will display all previous token purchases of transactions processed by IPAY Services SL. Historical transactions are expected to be redeemed by meter owners prior to registration, these tokens there for cannot be disputed. Any disputes of token, must be referred to local agents or operators in Sierra Leone.
4. Duplicate accounts.
BUZZiPay may refuse creating duplicate accounts for the same user due to security and client identification requirements. BUZZiPay reserves the right to refuse the creation of duplicate accounts for the same user due to security and client identification requirements. In a case where duplicate accounts are detected, BUZZiPay reserves the right to close or merge these duplicate accounts without notification.
Any breach of terms may lead to suspension of service and disputed accounts. Suspensions and disputed account issues must be raised with BUZZiPay in writing to disputes@BUZZiPay.
To be eligible for our Services, you must be at least 18 years old. You further represent and warrant to us that if you are an individual and you open an Account with us that you are not acting on behalf of an undisclosed principal or a third-party beneficiary.
Before being able to use the Service we may have to perform mandatory customer verification. For that we may ask for photographic evidence of your identity such as a copy of your passport. It is possible to provide this evidence through a number of methods including fax and email.
BUZZiPay reserves the right to access various government and private databases so as to verify your information (so called ?electronic ID?) If certain databases provide a match to the information you provide then we may not have to ask for photographic evidence of your identity.
BUZZiPay reserves the right to refuse to accept any new user or any transaction at its discretion.
Using the Service
BUZZiPay provides access to the purchase of prepaid electricity tokens on demand issued by IPAY Services SL. All prepayment electricity tokens are purchased, processed and issued in Sierra Leone and made available in electronic format via electronic communication including the BUZZiPay website and iPaypoint App. Token are also purchased in direct Print format in Sierra Leone for cash payment.
1. Types of Payments.
a. Cash Payments - these are carried out by the authorised agents/operators in Sierra Leone, in exchange for prepaid tokens for meters issued by EDSA to Sierra Leonean Customers..
b. Electronic Payments - executed via PayPal via the services web and or mobile app in exchange for a prepaid token for meters issued by EDSA to Metered Customers..
2. Submitting a Payment request.
You must submit payment request via your user account. You will be asked to provide us with:
details of the meter number;
amount to be vended, based on your choice of payment and currency;
details of your funding method for funding the transaction, unless you are using your default funding method associated with your user account
Once you completed your payment transaction online via PayPal, we will send you a confirmation we have received your payment transaction.
You should be aware that a payment transaction is only complete and will only be processed by us once we are in possession of your funds for making the payment to the recipient. It is your responsibility to process the payment via PayPal in a timely manner via your chosen method. We cannot influence the time it takes for funds to be sent to us by PayPal. However, we are monitoring our receiving bank accounts in close intervals and we will notify you and will process your payment transaction as soon as funds arrive in our accounts. You can contact us on issues with payment transactions before 5pm on any Business Day. If funds arrive after 5pm or on a day that is not a Business Day, the issues will be addressed in the next Business Day. The same applies if you submit your payment transaction after 5pm or on a day that is not a Business Day.
3. Execution times for payment transactions
Your payment transaction will be processed in Sterling and will involve conversion from Sterling (GBP) to Sierra Leonean (Le) to purchase the electricity prepayment token. Tokens will be issued once payment is received with cleared funds.
You should note that it is our obligation to ensure that funds arrive at the recipient?s bank account or payment account within the above timelines, however, we do not control the time it takes for the recipient?s bank or payment provider to credit and make available funds to BUZZiPay.
You should further note that the above timelines are subject to all necessary security and customer identification checks being conducted in line with our security and identification guidelines. If further investigation or the collection of additional information from you is necessary, we will let you know, but this may delay execution of the payment order.
BUZZiPay is not a Money Service Business and do not trade in Foreign Currencies. We will let you know the exchange rate:
a. when we have converted your source currency into the target currency as a non-guaranteed rate payment transaction.
We do not offer a guaranteed rate for your payment transactions, we will let you know of the rate used once we have converted your money.
Rate Limit on Non-Guaranteed Rates
For non-guaranteed rate payment transactions, we will apply up to a 3% rate limit as a standard adjustment to currency fluctuations. This will be displayed as a 'Conversion Charge' in your transaction.
2. Payment Limits
The upper transaction limit for payments is 30.00 GBP with denominations of £10.00 and £20.00. The currency conversion is varies dynamically based on market conditions provided by Yahoo Finance API?s (See 'General Terms' section).
a. Refused Transactions
BUZZiPay may refuse the payment transaction, if PayPal payments are refused. In this case you may be liable for an administration charge, which will be deducted from Metered Customers.
b. Cancellation of Transactions
You may cancel your transaction before making a payment via PayPal. If a payment is processed it cannot be cancelled as the process of issuing a non-refundable token will take place. You must there be certain you want to make the payment transaction and all meter number details are correct before proceeding.
3. Your Obligations
You are responsible for ensuring the payment details you provide are accurate. Once payment instructions have been executed by BUZZiPay, transactions cannot be reversed and BUZZiPay will not be liable in any way for any loss you suffer as a result of a transaction being carried out in accordance with your instructions.
In the unlikely event that you notice an error in either the payment transaction or received as a result of using the Services a Token you were not expecting, then you should immediately notify us at support@BUZZiPay. If you become aware that you have received a you were not expecting, you must immediately notify us of this so that we can investigate the incident.
You agree not to use the Services for any unlawful activity and BUZZiPay reserves the right to investigate any suspicious activity or in response to any complaints or reported violations. When investigating any such activity, BUZZiPay reserves the right to report suspected unlawful activity to any appropriate person or body and to provide them with any relevant information, including personal data.
Furthermore, abuse of this process will lead to suspension of accounts, blacklisting, raising a flag against the meter number owners account and also raising the incident with local authorities for re-imbursement of costs associated which may include additional administrative costs.
1. Transaction Fee
BUZZiPay charges some fees on every payment. Fees relating to each payment are visible to the user before submitting the payment transaction.
2. Administration Charges
Administration charges may only incur when our settlement banks or the receiving bank refuse your transaction due to incorrect payment details, their regulatory requirements or any other valid reason. Any administrative charges from the settlement banks or the receiving banks will be deducted from your payment amount. In addition, BUZZiPay admin charges may specifically apply in the following scenarios:

Charges and fees can change based on market condition and data provided by third parties. The dynamic currency will change and be visible at the time of making a payment, whereas the transaction will be published in these terms and visible on the payment transaction screens.
Entering the meter number will identify the minimum vend amount determined by EDSA SL for associated account. Will be executed in the local currency Sierra Leonean (Le) of the amount the conversion is calculated, less any arrears charges as determined by EDSA for the account.
If the minimum vend amount surpasses the vend amount and you go ahead with the payment transaction, those funds will be pay-off arrears and may lead to a zero-value token being issued.
Always check the amount you can vend prior to proceeding. The metered account owner will need contact IPAY Services SL and or EDSA SL to query arrears and outstanding balances.
TOKENS ARE NON-REFUNDABLE AND NON-TRANSFERRABLE
9. General Terms
1. Third Party Services
You acknowledge and agree that BUZZiPay may engage third party partners and providers in order to deliver you the Services.

By accepting and agreeing to the partner?s terms and conditions you expressly acknowledge that BUZZiPay acts as agent of the partner and that BUZZiPay shall have no liability for the actions or omissions of the third party partner.
We are required to provide certain information to you in writing. By accepting this Agreement, you agree that we can communicate with you electronically either by email or by posting notices on the BUZZiPay website.
3. Events Outside Of Our Control
If we are unable to perform our obligations under this Agreement because of factors beyond our control, including a change of law, an event of Force Majeure, withdrawal of a currency or the imposition of sanctions over a country or beneficiary, we will notify you as soon as is reasonably practicable and will use reasonable endeavours to secure the return of any money paid by you in respect of which we have been unable to discharge our obligations under this Agreement. We will not have any liability to you where we are unable to perform our obligations.
We are committed to providing you with the highest standards of service. If you feel we have not achieved that, you can find information about our complaints procedure here .
5. Entire Agreement
This Agreement and any document expressly referred to in it constitutes the whole agreement between us and supersedes any previous discussions, correspondence, arrangements or understandings between us.
6. Law And Jurisdiction
The provision of the Service and any dispute or claim arising out of the provision of the Service is governed by English law.
Any dispute or claim arising out of or in connection with the Service will be subject to the non-exclusive jurisdiction of the courts of England and Wales.
"Agreement" means this agreement including all subsequent amendments.
"Business Days" means a day (other than a Saturday or Sunday) on which banks in England are open for business (other than for the sole purpose of 24-hour electronic banking).
"Days" means calendar days.
"Payment" means an instruction validly made by you to us requesting the execution of a payment transaction.
"BUZZiPay", ?iPaypoint?, ?IPay Services SL? "we", "us" or "our" means BUZZiPay at 2703 Bridgewater Place, Water Lane, Leeds, LS11 5QB, United Kingdom and includes its successors and any person to whom it has assigned it rights under this Agreement.
"BUZZiPay website(s)" means any URL, such as buzzipay.com, owned and operated by BUZZiPay that we use to provide the Services to you.
"Policy" or "Policies" means any Policy or other agreement between you and BUZZiPay that you entered into on the BUZZiPay website(s), or in connection with your use of the Services.
"Services" means all payment services and related products available through the BUZZiPay website(s).
"User," "you" or "your" means you and any other person or entity entering into this Agreement with us or using the Service.
"Verified" means that you have completed our verification process in order to help establish your identity with BUZZiPay.
"Metered Customer means a customer in Sierra Leone that has an electricity prepayment meter installed in the property issued by EDSA SL.
"Non-Meter Customer, means anyone that is not a "Metered Customer".
"Vend Amount" is the amount and value of which the metered customer or non-metered customer want to purchase electricity units in KWh.
